Background

The Rural Livelihoods Resilience Programme (RLRP) is an 8 year project and the lead agency for the Programme is the Ministry of Agriculture and Irrigation (MAI), Federal Government of Somalia. The project’s goal is “improved and resilient livelihoods of rural smallholders in Somalia”. The Programme Development Objective (PDO) is” to sustainably increase productivity, incomes and nutrition security and enhance the resilience of rural smallholder families in Somalia.

The RLRP’s primary target groups will be 30,000 poor small-scale agro-pastoral households (HHs. RLRP will further include proportions for vulnerable groups, including IDPs (15 percent), women-headed HHs (30 percent), and persons with disabilities based on prevalence. The RLRP is a nationwide programme. It will focus its comprehensive efforts on five Federal Member States (FMS) of Puntland, Galmudug, Jubbaland, Hirshabelle and South West. Implementation will be sequenced, starting with the initial two FMS of Jubbaland and South West, and a total of five regions in the two states: Jubbaland: Gedo and Lower Juba; and South West: Bay, Bakool and Lower Shabelle.

The Ministry of Agriculture and Irrigation implements the Rural Livelihood and Resilience Program (RLRP). The program aims to enhance the livelihoods and resilience of rural communities. It focuses on promoting sustainable agricultural practices, diversifying income sources, and improving market access for farmers. Additionally, the RLRP works to build

resilience by implementing measures such as water conservation, climate-smart agricultural techniques, and disaster preparedness. Community participation and empowerment are key program elements, fostering social cohesion and ownership of development initiatives. The Ministry strengthens institutional capacity to ensure effective implementation and long-term program sustainability.

The National Programme Coordination Unit (NPCU), reporting to the MoAI, will be responsible for day to day management of the Programme and will be in charge of planning, coordination, monitoring nd evaluation, financial management and procurement fuctions. In each state of intervention of the RLRP, a state programme coordination unit will be established. The State Programme Coordination Unit includes a Monitoring and Evaluation Officer, reporting to the State Project Coordinator and the Monitoring and Evaluation Specialist in the National Programme Coordination Unit. The position of Monitoring and Evaluation Officer will be filled through a competitive recruitment process. Implementation of RLRP is sequenced and the recruitment at state level is now for Jubbaland and South West States.

Job description

Under the supervision of the State Programme Coordinator and the M&E Specialist of the National Programme Coordination Unit, the Monitoring and Evaluation Officer will undertake the following duties:

•      Assist in the setting up of the Monitoring and Evaluation System of the Programme and its implementation at state level;

•      Lead the state level planning and coordination of the regular and systematic monitoring of the overall implementation progress especially as for the achievement of the outcomes and outputs established in the main log frame for the specific state;

•      Supervise the implementation of impact assessment and other thematic studies that document the project’s results at state level;

•      Report regularly against the leading indicators established in the log frame as well as specific state level indicators;

•       Ensure the compliance of the M&E system with the requirements of the State Ministry of Agriculture Irrigation results framework and IFAD effectiveness indicators;

•      Collect, systematize and consolidate all the data at state leveland analyze the performance of the State unit based on the information provided and propose corrective/ enhancing actions as appropriate to the State Programme Coordinator;

•       Produce monthly, quarterly, semi-annual and progress reports on physical and financial progress, the latter in close collaboration with the state level Accounts assistant;

•      Lead the preparation of the State Annual Work Plans and Budget as per templates and guidance provided by the National Programme Coordination Unit and the State Programme Coordinator;

•      Undertake regular visits to the field to support implementation of M&E activities and to identify where adaptations might be needed;

•       Draft regular project monitoring reports as required by State Ministry of Agriculture and Irrigation and National Programme Coordination unit, and identify potential implementation risks in achieving the programme development objectives at state level and proactively propose potential solutions to the State Programme Coordinator;

•      Support the State Programme Coordinator in planning the programme supervision missions fielded by IFAD and the FGS;

•      Prepare detailed M&E budget and calendar of M&E activities’ in the state level annual work plan and budget;

•      Compile case studies and other knowledge management products based on the M&E activities;

•      Collect the M&E data in a gender and age disaggregated manner;

•      Design and develop an M&E system to generate timely and relevant information for decision makers;

•      Compare and analyse all data required and prepare quarterly and annual monitoring reports.

•      Compile the information on project effectiveness and impact and present to the Programme steering Committee.

•      Bachelor degree in in the field of agro-economics, economics, or related fields

•      Sound and proven knowledge of the main M&E methods and approaches and data/ information analysis

•       At least 3 years in monitoring and evaluation position in rural and agricultural projects;

•      Knowledge of statistical and evaluation (i. e. qualitative, quantitative, mixed-method, and impact) methodologies as well as data collection and analysis methodologies

•      Strong report writing skills and ability to work in a multi-sectoral, multi-disciplinary professional set-up

•      Excellent command of Excel and statistical software;

•   Computer literacy, and knowledge of operation of Word, Excel, Access, etc.

Duration: The initial contract will be for one year with a six-month probation period, renewable every year on continued satisfactory performance.
