Background

The Rural Livelihoods Resilience Programme (RLRP) is an 8 year project and the lead agency for the Programme is the Ministry of Agriculture and Irrigation (MAI), Federal Government of Somalia. The project’s goal is “improved and resilient livelihoods of rural smallholders in Somalia”. The Programme Development Objective (PDO) is” to sustainably increase productivity, incomes and nutrition security and enhance the resilience of rural smallholder families in Somalia. The RLRP has 3 components: component 1 Suppoet to community resilience; component 2 support to smallholder livelihoods; component 3 Programme coordination and capacity building.

The RLRP’s primary target groups will be 30,000 poor small-scale agro-pastoral households (HHs. RLRP will further include proportions for vulnerable groups, including IDPs (15 percent), women-headed HHs (30 percent), and persons with disabilities based on prevalence. The RLRP is a nationwide programme. It will focus its comprehensive efforts on five Federal Member States (FMS) of Puntland, Galmudug, Jubaland, Hirshabelle and South West. Implementation will be sequenced, starting with the initial two FMS of Jubbaland and South West, and a total of five regions in the two states: Jubbaland: Gedo and Lower Juba; and South West: Bay, Bakool and Lower Shabelle.

The Ministry of Agriculture and Irrigation implements the Rural Livelihood and Resilience Program (RLRP). The program aims to enhance the livelihoods and resilience of rural communities. It focuses on promoting sustainable agricultural practices, diversifying income sources, and improving market access for farmers. Additionally, the RLRP works to build

resilience by implementing measures such as water conservation, climate-smart agricultural techniques, and disaster preparedness. Community participation and empowerment are key program elements, fostering social cohesion and ownership of development initiatives. The Ministry strengthens institutional capacity to ensure effective implementation and long-term program sustainability.

The National Programme Coordination Unit (NPCU), reporting to the MoAI, will be responsible for day to day management of the Programme and will be in charge of planning, coordination, monitoring nd evaluation, financial management and procurement fuctions. In each state of intervention of the RLRP, a state programme coordination unit will be established. The State Programme Coordination Unit includes the position of accounts assistant, reporting to the State Project Coordinator and the Financial Controller in the National Programme Coordination Unit. The position of accounts assistant will be filled through a competitive recruitment process. The recruitment is now for the staff of the State Programme Coordination Units in Jubbaland and South West States.

Job Description

Based at the SPCU and under the supervision of the Sate project Coordinator and the Financial Controller of the National programme Coordination Unit, the account assistant will undertake the following duties:

      Ensure proper documentation for the imprest advances received from the NPCU;

      Ensure proper and chronological filing of the documentation in support of settlement of the imprest advances with adequate cross reference for ease of retrieval;

      Follow up justifications and maintain a detailed log of outstanding advances/justifications;

      Reconcile advances against justifications for review by the Financial Controller;

      Provide all the required documentation to the NPCU in order to justify advances to be able to replenish the imprest advance account;

      Support preparation of Annual Work Plan & Budget (AWPB) for each SPCU and consolidation of the AWPB for NPCU.

      Prepare and provide professional feedback on monthly accounts of the SPCU;

      Work alongside the Financial Controller to ensure timely and accurate submission of withdrawal applications to IFAD. This will include follow-up of the justification of imprest advances especially to the SPCUs.

      Ensure that all RLRP financial transactions (hard and soft copies) are filled properly on daily basis in a chronological order and easily with clear audit trail and easy to retrieve;

      Maintain and update the fixed assets register at the SPCU level;

       Conduct the administrative work related to payroll and to asset monitoring and safeguard;

      Manage the fleet of vehicles of the State Programme Coordination Unit ensuring that the vehicle logbooks are updated, fuel consumption monitored, repair and maintenance executed at regular intervals;

      Supervise the work of the drivers of the State Programme Coordination Unit and the cleaning/ guard staff;

      Undertake field missions for overall oversight;

      Perform other duties, of financial nature which pertains to the implementation of the Project, as may be requested by the State Programme Coordinator and Financial Controller.

Skills and Qualifications

      Bachelor’s degree in accounting field.

      A minimum of 3 years professional experience in accounting and financial management.

      Practical experience of 3 years using computerized accounting sowftware.

      Good knowledge of Microsoft Office.

      Good command of English, both oral and written

      Prior experience working with donor-funded Projects as well as experience with government of Somalia regulations and procedures.

Duration: The initial contract will be for one year with a six-month probation period, renewable every year on continued satisfactory performance.
